Beyond Broadband: How FRS Partners with NTCA Members

In rural communities, connection goes beyond broadband networks; it’s about people: neighbors, friends and a shared commitment to helping communities thrive. That’s where the Foundation for Rural Service (FRS) partners with NTCA members. 

Established in 1994 by NTCA as a 501(c)(3) charitable nonprofit, FRS plays a unique role within the telecommunications industry. FRS focuses on educating rural youth, encouraging community development and introducing policymakers to challenges unique to rural communities. FRS activities are made possible by the generosity of NTCA members and friends who make gifts and attend or sponsor events. 

FRS activities are also a great way for NTCA members to multiply the charitable work they may already be doing in their community. It isn’t just philanthropy, it is another extension of their community engagement efforts and a way to support the next generation and reinforce their commitment to the communities they serve. 

For example, the FRS scholarship program has awarded almost $2 million to rural youth. Scholarships range from $500 to $9,500 and support the student’s first year of college or vocational school, making higher education more accessible. This year, we awarded $185,000 in scholarships to students served by NTCA members, the largest single-year scholarship investment in FRS history. 

Another program that benefits young people is the FRS Youth Tour, which rural high school students the opportunity to visit Washington, D.C., for an educational experience like no other. For four days, students learn about policymaking and the telecommunications industry while exploring our nation’s capital. 

FRS also supports the organizations that keep rural communities strong. Thriving rural communities depend on economic development and access to services. The FRS Community Grant program provides grants of up to $5,000 to schools, hospitals, libraries, first responder teams and other critical organizations that keep rural communities safe, healthy and great places to live. Presenting a grant to an organization important to your community can also be a great way to kick-start a longer-term partnership while showing your commitment. 

Another way FRS promotes rural communities is by hosting the annual Congressional Broadband Tour, inviting Capitol Hill staff to visit rural areas served by NTCA member companies. During the tour, Hill staff meet with telecom professionals, have conversations with community leaders, visit local attractions and see firsthand the impact that small providers bring to their communities. These experiences are invaluable as they head back to Washington, D.C., to work on broadband policy. 

FRS also produces a variety of educational materials and white papers that highlight critical issues in the telecommunications industry. These materials are used widely by NTCA members, customers and policymakers.
